The story
Dobby was surrendered to a North Carolina shelter after neglect led to medical needs. Because of Bubbles brought him to the vet, and Cathy Bissell and the BISSELL Pet Foundation sponsored his veterinary care. He has made a full recovery and is ready for a loving home.
